The bill, which is one of the key points of the Nawrocki program from the time of the election campaign, assumes the creation of a fund for the development of new technologies in the amount of PLN 5 billion per year. The president pointed out that the challenges of the present day require Poland investing in innovation, which will not only strengthen the economy, but also stop the wave of trips of qualified specialists abroad.
– We cannot allow our experts to escape from new technologies from the country – said Nawrocki. – This fund is not only support for startups and business, but also a platform connecting academic communities, entrepreneurs and practitioners related to new technologies around the Presidential Decision Center – he added.

Tax sealing income?
The funding method was based on the assumption that additional state income can be generated by sealing the tax system – including VAT, CIT and excise duty. Nawrocki emphasized that this was a common responsibility of the entire political class. He referred to statistics showing that effective investments in research and development bring above average rates of return. “Each zloty invested in new technologies can bring up to PLN 7 in subsequent years,” he noted.
The president assured that the initiative is not political, and its purpose is to implement the “raison d'etat”, which is the technological development of Poland. He drew attention to the need to build the so -called technological diplomacy, which will also attract foreign capital and support the exchange of knowledge with international partners.
The basis for supporting start-ups
During the Friday event, Antoni Rytel, a specialist in the field of economics and computer science, co -creator of the bill, also spoke. He explained that the fund would manage five subfunds directed at strategic areas, including Research and development, innovative economy, education, cyber security and modern public administration. Rytel pointed out that these priorities are of key importance for the construction of a modern and dynamically developing state.
According to its author, the presidential plan is to create a solid basis for the support of Polish startups and attracting foreign investors. Nawrocki estimated that such activities are absolutely necessary at a time when global technological competition is constantly accelerating.
The president expressed the hope that the announced law would find broad acceptance in the Polish parliament. – Politicians must understand that this is a project for anyone who wants to build a better future for Poland – he argued.
