An intelligent video surveillance system from Rostelecom will ensure transparency of the Unified State Examination in three regions

To conduct the Unified State Exam (USE), Rostelecom deployed almost four thousand digital cameras with behavior analysis functions in schools and regional information processing centers (RTCs) in the Krasnoyarsk Territory, Khakassia and Tuva.
The real-time system helps identify potential violations and provides online control in classrooms.
There are 153 schools under video surveillance by the federal provider in the Krasnoyarsk Territory, 18 in Khakassia and 25 in Tuva. At least two cameras are installed in each room where exams will be held. The image is processed by an automated system based on artificial intelligence.
“This is one of the large-scale infrastructure projects that we have been implementing since 2014. New technologies ensure transparency of the procedure and equal conditions for all participants in the Unified State Examination. Video from the classrooms will be broadcast to the Watch the Unified State Exam portal in real time, and accredited specialists and public observers will have access to it,” said Alexey Usatov, director of the Krasnoyarsk branch of Rostelecom.
If dubious actions or prohibited items (crib sheets, mobile phones) are detected, the system automatically generates a signal and sends the required video fragment for verification to an observer – the final decision remains with the person. This multi-stage control ensures maximum objectivity of the procedure.
In the field of view of the cameras are Unified State Exam participants, as well as places where exam materials are printed, scanned, and laid out. Personal data, the contents of completed forms and responses remain confidential.
In addition to IP cameras, Rostelecom's video surveillance system includes access switches, vandal-proof cabinets, uninterruptible power supplies and secure high-speed communication channels.
“This year, as before, all auditoriums at examination sites, including headquarters, the regional information processing center and the premises for the work of the appeal commission, are equipped with an online video surveillance system in accordance with the requirements of Rosobrnadzor. Thanks to the professionalism of the Rostelecom team, we are confident that video surveillance will be organized at a high level – without failures. This directly contributes to the creation of an honest environment for graduates taking the Unified State Exam,” said Anatoly Butenko, Minister of Education and Science of the Republic of Khakassia.
The main stage of the state exam will be held from June 1 to July 9, the additional stage – from September 4 to 25. The archive of video recordings of the Unified State Exam-2026 will be stored in Rostelecom data centers until December 31, 2026.
