Holidays by the sea are cheaper than expected: budget destinations in 2026

Against the backdrop of rising prices for flights and package tours, many expected that the sea would become almost a luxury in 2026. But the market has shown the opposite: with the right choice of dates and destinations, you can fly to the sea for less than 70–120 thousand rubles for two. At the same time, the most profitable options are not in popular resorts, but in second-tier countries, where tourism is just gaining momentum.

Where you can really vacation cheaply in 2026

According to tour operators and aggregators, the budget segment now consistently includes not “high-profile” resorts, but simpler destinations with inexpensive infrastructure and short programs.

Egypt (not 5* hotels, but basic 3–4* hotels) from 85,000–110,000 rubles. for two (7 nights), last-minute tours – sometimes from 75,000 rubles.
Why it's cheap: high competition for charters and a large number of mid-level hotels.

Vietnam (especially Nha Trang out of season) from 120,000–150,000 rubles. in 10–12 days for two. Sometimes last minute offers from 100,000–110,000 rubles.
It becomes cheaper when you book accommodation yourself.

India (Goa, but not the north) from 95,000–130,000 rubles. for two. Food and accommodation are the cheapest among beach countries, flights are the main part of the budget
Why it’s cheap: the low cost of living within the country compensates for the expensive flight, writes ATOR.

Sri Lanka (outside peak season) from RUB 110,000–140,000. Profitable tours appear in the off-season, especially cheap dates – spring and late autumn.
Albania (new “hidden” beach in Europe) from 100,000–140,000 rubles. for two (without visa for short trips via the EU/Schengen routes scheme). Often 1.5–2 times cheaper than Italy and Greece, it is not yet overloaded with tourists.

Why was this possible?

Tourism market experts name three reasons:

  1. Demand imbalance. Türkiye and the UAE take up the main flow, and the “second countries” are underutilized.
  2. Last minute tours have become systemic. Early redemptions of blocks of seats result in steep discounts 3-10 days before departure.
  3. Strong competition within charters. Tour operators are fighting to fill flights by reducing the price of packages.

Tourism expert Natalia Anstal notes:

“Today, the most interesting prices appear not in popular destinations, but where the tourist flow has not yet stabilized. As a result, tourists get the opportunity to relax by the sea cheaper than they expect, especially if they are ready for flexible dates and do not chase premium hotels.”
