The annual report on the execution of the budget of the Krasnoyarsk Territory was submitted to the Legislative Assembly

The Legislative Assembly of the Krasnoyarsk Territory received an annual report on the execution of the regional budget for 2025. The document was reviewed at a meeting of the regional government and a draft law was submitted to the regional parliament. The authorities call the main result of the year the preservation of the stability of the financial system and the balance of the budget.
The Ministry of Finance said that regional budget revenues in 2025 amounted to 459.4 billion rubles, of which 416.1 billion were the region’s own revenues. Taking into account federal support, the increase to the 2024 level exceeded 30 billion rubles. The stability of the revenue base was ensured by a favorable situation in the commodity and foreign exchange markets, as well as an increase in tax revenues.
Tax and non-tax revenues reached 411.8 billion rubles, which is 24 billion more than a year earlier. The main sources of revenue were corporate income tax, personal income tax, mineral extraction tax and income from placing budget funds on bank deposits.
The regional budget expenditures were completed in the amount of 497.6 billion rubles. The priorities remained the implementation of national projects, social support for the population, and development of infrastructure and territories.
47 billion rubles were allocated for national project activities, including federal funds. The largest projects in terms of funding were “Infrastructure for Life”, “Family”, “Youth and Children” and “Long and Active Life”.
More than half of all expenses were spent on fulfilling social obligations, including remuneration of public sector employees.
Almost 92 billion rubles were allocated to support the population in 2025, including assistance to the special operation participants and their families. 18.5 billion rubles were allocated to support families with children. The solution to housing issues also continued: about 5 billion rubles were spent on providing housing for orphans, another 2 billion – on relocating citizens from dilapidated housing.
Significant funds were allocated to the development of the economy and infrastructure. The volume of the road fund amounted to 27 billion rubles. This money was used to repair regional highways and municipal roads, update entrances to social facilities and the road network in cities and villages. The modernization of municipal infrastructure and the renewal of public transport also continued.
The regional development budget in 2025 exceeded 90 billion rubles. Of these, 23 billion rubles were allocated for the implementation of large projects using “infrastructure menu” mechanisms.
Municipalities received significant support. The funds made it possible to repair schools and kindergartens, update cultural centers and sports facilities, improve public spaces and prepare housing and communal services facilities for winter.
In total, municipalities were allocated 165.5 billion rubles from the regional budget – 20 billion more than in 2024.
The Krasnoyarsk Territory also maintained a high level of debt sustainability. Only budget loans remained in the structure of the state debt, and commercial debt was completely repaid last year.
“In the face of continued external challenges and internal transformations, we managed to maintain the stability of the financial system, provide financing for priority and current tasks, and also create a margin of safety for further work,” said Deputy Prime Minister Vladimir Bakhar.
The annual report on budget execution will be considered at public hearings with the participation of deputies, representatives of local government and the public. After this, the bill will be discussed at a session of the Legislative Assembly of the region.
