In Krasnoyarsk, another episode was revealed as part of the investigation of a criminal case of bribery and theft of funds when concluding a contract for the supply of petroleum products for the needs of a road organization.

Investigators of the Main Investigative Directorate of the Investigative Committee of Russia for the Krasnoyarsk Territory and Khakassia, as part of an investigation into a criminal case of bribery and embezzlement of funds when concluding a contract for the supply of petroleum products for the needs of a road organization, initiated a criminal case against two directors of commercial organizations. They are suspected of committing a crime under paragraph “a” of Part 3 of Art. 178 of the Criminal Code of the Russian Federation (restriction of competition).

A criminal case was initiated on the basis of materials from the Russian FSB Directorate for the Krasnoyarsk Territory.

According to investigators, the directors of two commercial companies, having entered into a criminal conspiracy, took part in bidding for the conclusion of an agreement for the supply of dark petroleum products in the interests of KraiDEO JSC in order to create the appearance of competition and ensure the victory of one of their companies.

During the bidding, the defendants, having information about the contract price, acting under the direction of an official of the specified company, made various reductions in the initial price per unit of goods, thus ensuring victory for the company that offered the most favorable price.

As a result of the illegal actions of the defendants, on April 15, 2024, between KraiDEO JSC and one of the commercial companies, based on the results of the auction, an agreement was concluded for the supply of dark petroleum products: bitumen, fuel oil and crude oil. The defendants received payment for performing work under the contract.

Currently, investigative and procedural actions are being carried out aimed at establishing all the circumstances of the crime committed, collecting and consolidating the evidence base.
