Consulted by “truth”, the analyst Adrian Negrescu stated that it is surely a mistake and that Romanians should wait a few more weeks until they pay the taxes, for things to settle down, given that giseul.ro does not work either, which means that even the town halls cannot enter or correct the data.
“There are certainly erroneous data and the explanation is quite simple and has to do with the chaotic way in which the software applications of the Romanian state work.
Most of the town halls have not yet completed the calculations regarding the payment amounts for local taxes and fees – they had a holiday – and what appears, at this moment, on giseul.ro and on the town halls' applications, are, as a director from Sector 2 said, indicative data that does not represent the payment obligation. An aberration, of course.
Essentially, given that the servers of the town halls and giseul.ro are connected in real time, they transfer to the payment platform some preliminary data that does not reflect reality, i.e. the final payment amount. It is a testament to the incompetence and indolence of the authorities – they could suspend the flow of data in such a way that this outlandish information does not exist.
People must understand that this is how digitization works in Romania. Catastrophic I would say. Proof that even Ghiseul.ro cannot be accessed again, despite the assurances of the authorities.

Disciplinary investigation after displaying different amounts at sector 2
The mayor of Bucharest's Sector 2, Rareș Hopincă, announced on Wednesday evening that he requested the initiation of a disciplinary investigation at the General Directorate of Taxes and Local Taxes (DGITL) Sector 2, after several taxpayers found that they had been shown different payment amounts for the year 2026.
The mayor categorized the situation as “unacceptable stuttering” and publicly apologized to the citizens affected by the error in the tax record system. According to him, the display of different values for the same tax obligations has generated confusion and dissatisfaction among the residents of the sector.
Some of the Bucharest residents who live in Sector 2 found themselves still in debt to the state, even though they had already paid their taxes. People say the amounts changed overnight.
On March 31st, tax payment decisions are issued, the official act that determines whether we have debts to the state. Full payment by this date also brings a 10% reduction in the annual tax.
Practically, the tax authorities periodically update their databases and correct any errors in the calculation. For this reason, some citizens, some of them from Sector 2 of the Capital, were recently surprised by the recalculation of taxes, ending up having to pay again.
Those who do not pay the tax by March 31 receive a payment imposition decision. If the amount has not been paid at all, it may increase automatically.
Also in the same situation, if at least half of the full amount is not paid by March 31, the Taxes and Local Taxes Directorate can subsequently take legal measures to summon the taxpayer to pay within a period of 15 days. In the absence of payment, the authorities can forcibly execute the taxpayer.

On Thursday morning, January 8, 2026, many Romanians who tried to access the Ghiseul.ro platform — the official portal for paying local taxes and fees — found that the site did not load or displayed an error message:
“This page isn't working. www.ghiseul.ro is currently unable to handle this request. HTTP ERROR 500” – This page is not working. www.ghiseul.ro cannot manage this request at the moment. HTTP Error 500”.
Some users have confirmed that the site remains inaccessible for certain accounts, while others continue to experience difficulties loading the page or making online payments. Until now there is no official statement explaining the exact cause of the access problems.
The problems come after the platform experienced outages earlier this week as well, with malfunctions reported on Monday and Tuesday, when services were either unavailable or displayed maintenance messages for the data update period.
