“60% of those declared SOCH have this status unreasonably. We seriously faced this problem this year; this did not happen in 2024. Unit commanders must conduct a check in order to give SOCH status to the absent person. But in most cases, such work is not carried out,” he said.
A representative of the Investigative Committee told a story that happened in Samara, where the unit commander declared his subordinate to have left the unit without permission, although even before that he had died and been identified.
Lyapin drew attention to the fact that relatives of deserters are deprived of payments, and money continues to be accrued to the missing.
On July 28, the Russian publication “Important Stories” wrote that the commanders of at least 25 military units falsified the SOC status of their missing soldiers – this is data from relatives.

Since the beginning of the full-scale invasion of Ukraine by the Russian Federation on February 24, 2022, as of the morning of November 30, 2025, almost 1.173 million Russian invaders were neutralized (killed and wounded), according to the General Staff of the Ukrainian Armed Forces.
