The Commissioner for Children's Rights of the Krasnoyarsk Territory told deputies of the Legislative Assembly about the observance of children's rights

The Commissioner for Children's Rights, Irina Miroshnikova, presented her report on activities for 2025 at the Legislative Assembly of the Krasnoyarsk Territory.

For the first time, the document, in addition to an analysis of citizens’ appeals, problems in the field of childhood and recommendations to authorities to improve the situation of children, included a report on current measures to support families with children of SVO participants in the Siberian Federal District. The information is presented at the Russian level and can serve as the basis for developing new support measures.

In 2025, the Children's Ombudsman reviewed 1,086 problematic situations. In 27% of cases, the rights of children and their families were restored or practical assistance was provided. Irina Miroshnikova described the past year as “an important stage in the development of assistance to families with children.” The implementation of the strategic programs and projects “Challenge” and “Children in the Family” made it possible to reduce the total number of orphans to 10,700 people, reduce the number of orphans identified for the first time by 25%, reduce the number of parents deprived of rights by 23%, and those with limited rights by 45%.

The Commissioner thanked the regional parliament for adopting changes to the regional law on free legal assistance. Now residents of the region who restore parental rights or cancel their restriction have the right to it.

Irina Miroshnikova noted a decrease in the number of complaints about the activities of government bodies. Effective interdepartmental interaction and structured work helped reduce the number of requests regarding registration of disability, compliance with children's rights in government institutions, and organization of meals for children with special needs in educational organizations.

The Commissioner emphasized the inadmissibility of a formal attitude of authorities towards the problems and issues of families, including large families. Creating a friendly environment is one of the reasons influencing the decision to have a child. There is an increase in the number of requests regarding the observance of the rights of children and families of SVO participants. As a rule, they are associated with the assignment of social benefits.

Complaints in the field of guardianship and trusteeship are traditionally among the top three topics. Irina Miroshnikova is convinced that the work of guardianship authorities needs strengthened control. Another topic is conflicts in educational organizations. Last year, the Children's Ombudsman was involved in resolving 121 conflict situations in schools, kindergartens and additional education institutions.

During the discussion of the report, Elena Penzina drew attention to the problem of unpaid alimony, their amount in the region today is more than 7 billion rubles.

According to Irina Ivanova, attentive attitude towards families with young children, their support by specialized services, especially in the presence of difficult circumstances, will help to avoid tragedies.

Answering Alexey Dodatko’s question about the effectiveness of current measures to prevent school bullying, Irina Miroshnikova noted that the measures do not replace the need for a prompt response to the problems of the child’s closest ones – family and parents. Changes in a teenager’s behavior should be noticed first of all at home.

Pavel Semizorov noted that he was ready to get involved in the work on the Resolution based on the results of the report and raised the topic of the causes of child suicides.

Vladislav Zyryanov outlined the need for a “transparent” distribution of land plots for large families in order to prevent corruption schemes.

Ekaterina Udelko, Alexander Boychenko, Alexey Kulesh, Vitaly Drozdov also took part in the discussion.

Ilya Zaitsev, speaking on behalf of the relevant committee, thanked Irina Miroshnikova for her systematic long-term work and personal involvement in resolving issues. The parliamentarian invited his colleagues to work together on a draft Resolution of the Legislative Assembly, based on the report of the Children's Ombudsman.

Commenting on the commissioner’s report, Speaker of the Legislative Assembly Alexey Dodatko noted that parliamentarians pay special attention to children’s rights.

“Childhood protection is an absolute priority of the region’s state policy, and many issues here are resolved systematically. Positive dynamics have been recorded: the number of requests from orphans to protect their housing rights has significantly decreased, and the number of complaints from parents of disabled children about disability recognition procedures has decreased,” noted the Chairman of Parliament.

He explained that there are still enough issues in the region that need to be resolved at the regional level.

“For parliament, such a report is not only a public platform for the position of the commissioner, but also a working basis for forming tasks for the near future. Now the deputies are working on a draft resolution, which will formulate specific decisions for joint development with the Commissioner for Children’s Rights,” explained Alexey Dodatko.

He said that the issue of removing guardianship authorities from the education system is now being resolved.
