On November 18, the media wrote that Vitkoff will meet in Turkey with Ukrainian President Vladimir Zelensky. The Ukrainian president confirmed planned meetings aimed at intensifying peace negotiations.

Witkoff is Trump's unofficial special envoy to the Russian Federation in the context of the Russian-Ukrainian war. As of the end of April 2025, it has been at least four times visited the Russian Federation on official visits.
