In Norilsk, the Krasnoyarsk Territory, the Cultural Center “Tower” on Leninsky 1 is being prepared for the official opening.

Representatives of the federal and regional government, the Norilsk administration and Norkel, appreciated the readiness of the object for the upcoming discovery and symbolically lit its “heart”-a light art object on the observation deck of the 7th floor.
Recall that the restoration of the “Tower” began in 2022 year As part of a comprehensive plan for the socio-economic development of Norilsk until 2035 years And was carried out by Norilskell forces. To prepare the restoration of the building, which is an object of cultural heritage, used archival drawings and photographs.
“The building was commissioned in 1951, and since then, unfortunately, there was not a comprehensive overhaul here. During the reconstruction, we replaced about 80 % of all ceilings, and since in the conditions of the current building it is completely impossible to dismantle the ceilings, we were engaged in their restoration in stages. This took a lot of time, moreover, during the period of reconstruction of the ceilings other work was not carried out – everything was done strictly alternately. Also, brickwork inside the building had a significant volume of voids and was subject to injection – filling with special compounds. Dozens of tons of these compositions are poured into the walls and bearing structures, ”said the vice-president-director of the Krasnoyarsk representative office of the company Sergey Tkachenko.
The seven -story “tower” will become a platform for work, relaxation, creativity and communication of citizens. On the ground floor, a winter garden, a recreation area, a cafe-bistro, a children's center, as well as a showroom of local brands Norilsk and Taimyr were placed on the ground floor. There is a place for culinary master classes, art lamps and gastronomic apartments.
From the second to the fourth floors, the zone of business communication and training occupies. There is a platform of the Norilsk development agency for trainings and working meetings, as well as modern coworking. The fifth floor is a two -level lectureur. There is a screens for film screenings, chamber concerts, lectures and performances. At the second level – a public library with new products from leading Russian publishers.
The seventh floor – the highest point of the “tower” became an observation deck with a panoramic view of Norilsk. Exhibitions, photo shoots and events will take place in the space, which require an open studio.
The senior vice-president is the operating director, the head of the Norkel’s polar division, Director of the ZF Alexander Popov noted that the object has become a modern gift for residents: “There is a note of nostalgia, the truth: these are balusters, the ceiling, this staircase, the fundamental of the columns … Modern style and historical style and historical ones were miraculously connected. And many details that respond in one way or another. It is felt that the team put the soul into the project. I have no doubt that the space will become a place of attraction for the Norilsk residents and guests of the city. People will come here to inspire, be inspired, create and fantasize. And we are ready to realize the most interesting fantasies. ”
The mayor of Norilsk Dmitry Karasev recalled that the project began to be discussed back in 2018. After the opening, this place will help organize the communication of residents and the city: “For the first time coming here, we plunged into the history of Norilsk. Many of us were in the technical library, scooped up knowledge here: these walls are fed by thoughts, correct thoughts that will help the “tower” move forward and realize what was not in the city before. You will succeed, guys! “
Representatives of the Tower said that more than 700 specialists were involved in the reconstruction. It took more than 80 cubic meters of concrete to strengthen the foundation. The building replaced all the ceilings to the metal ones, 83 windows were recreated according to samples of the 50s, 658 balusters made of natural wood were manufactured, 667 lamps and 800 meters of backlight were installed. A panoramic elevator appeared in the “Tower”.
Recall that the renovation of Norilsk is carried out as part of a comprehensive plan of socio-economic development of the city. The relevant agreement was signed in 2021 between the Ministry of Development of the Far East and the Arctic of the Russian Federation, Norkel, the leadership of the Krasnoyarsk Territory and the Norilsk administration. Investments in the implementation of the plan are estimated at 120.1 billion rubles. Of these, 24 billion rubles will be entered from the federal budget, 14.8 billion rubles – funds of the consolidated budget of the Krasnoyarsk Territory. The largest contribution – 81.3 billion rubles – these are Norilskel. With this money, housing and social facilities are built in the city, and communal infrastructure is updated.
