Almost 250 state companies have budget debts of over 1.8 billion euros. The top of the biggest debtors and the ANAF warning

The National Tax Administration Agency (ANAF) published on Friday the list of all state companies with unpaid debts to the budget until October 30, 2025. 249 companies and companies wholly or majority owned by the state had arrears of over 9.4 billion lei (over 1.8 billion euros).

The list published by the NAF covers all state-owned companies that had outstanding tax obligations on September 30, 2025 and unpaid until October 30, 2025. The tax authorities are warning these companies that they must pay these tax obligations.

The data analyzed by HotNews.ro show that the first five state companies with the largest arrears were the following:

  1. The national company of Romanian Railways: 674,864,436 lei
  2. The national railway freight transport company CFR Cargo: 432.990.195
  3. Hunedoara Energy Complex Company: 312.368.780
  4. Darmanesti Refinery: 248,679,221 lei
  5. Network Press Concept SA (former Rodipet company): 197,456,236 lei

The warning of the Treasury

To encourage the payment of these debts, at the beginning of November 2025, ANAF will send official notices to all state companies that are in arrears.

The purpose of these notices is:

  • informing state companies about outstanding obligations,
  • guiding them towards payment compliance,
  • presentation of the possibilities to access fiscal facilities, under the law.

State-owned companies can request the classic installment of debt payment, in compliance with the conditions set forth in Chapter IV of Title VII of the Fiscal Procedure Code.

At the same time, ANAF warned the state companies that the non-payment by the end of November 2025 of the outstanding tax obligations will cause ANAF to undertake the necessary steps provided by law, in order to recover them, including the initiation or continuation, as the case may be, of enforcement measures.

Bolojan: It is abnormal that those who do this, year after year, are funded

We remind you that the Tax Office also published on October 17 the list of all public institutions with debts to the state, some coordinated by the Government itself. Prime Minister Ilie Bolojan emphasized at that time that all public institutions and state companies that have budget arrears will be notified by ANAF to comply with the law, and the lists will be publicly displayed.

“Everyone will receive notifications. Town halls, hospitals and so on, which until now also considered themselves exempt from complying with the law. Why? Because what was the Government doing? They didn't budget for the last months of the year, intentionally, they created pressure on salaries – 'sir, we don't have money for salaries' – and then the Government came through a decision and gave them this money. Now, it is abnormal that those who do this, year after year, are funded. Now they have been notified, these data are public”, said Ilie Bolojan, on Friday, on Radio Romania Actualității, quoted by Agerpres.

The Prime Minister then announced that the debts of the state companies will also be published.

“I haven't approved their budgets in the Government since I was prime minister, where they had a loss, except with recovery plans”, explained Ilie Bolojan at that time.
