In the Krasnoyarsk Territory, the first deputy head of Zheleznogorsk Romana Vychuzhanina detained on suspicion of exceeding official authority when concluding a contract for the liquidation of landfills.

According to investigators, in October 2024, the official gave instructions to conclude a municipal contract for 5.7 million rubles with a company that did not have a license to work with waste. The contractor was tasked with eliminating unauthorized dumps in the city, but instead of disposal at the landfill, the garbage was taken to another territory in Zheleznogorsk.

“The preparation of documents and monitoring of execution was carried out by the suspect’s subordinate, the chief specialist of the administration. She knew that the director of the contracting organization was not fulfilling the contract. However, she signed documents for payment, and 3.8 million rubles were transferred from the budget. The director of the company used the money at his own discretion,” the supervisory authorities reported.

According to the Investigative Committee, a case of fraud has been opened against the head of the contracting organization, and a case of abuse of authority has been opened against the administrative employee. The issue of a preventive measure for the first deputy head of the city will be decided on October 21 in the Zheleznogorsk City Court.
