Customers in the Krasnoyarsk Territory were told about changes in the procurement sector

On October 9, a seminar was held for customers in the Krasnoyarsk Territory, organized by ETP GPB (Electronic Trading Platform of Gazprombank).
The discussion centered on topical issues of applying the national regime, the procurement process from small and medium-sized businesses (SMMEs) and monitoring compliance with Law No. 223-FZ. The speaker of the seminar was Alexander Tarasov, a certified teacher and expert in the field of procurement with more than 15 years of experience.
“We examined in detail the latest changes in procurement legislation. It is important not just to know about new legal norms, but to understand their consequences. We also discussed strategies that help protect the interests of customers in disputes with suppliers and regulatory authorities,” noted Alexander.
During the seminar, participants discussed key legislative changes that will come into force in 2025. Particular attention was paid to the issues of import substitution: experts examined in detail the Russian Government Decrees No. 1875 of December 23, 2024 and No. 879 of June 10, 2025, which clarify the procedure for applying national treatment measures in procurement under 223-FZ. These documents define the requirements for the share of Russian goods in purchases, regulate the inadmissibility of replacing domestic products with foreign ones during the execution of a contract, and establish criteria for confirming the country of origin of the goods. In addition, the seminar participants drew attention to the peculiarities of applying the national regime when purchasing from a single supplier and in the process of executing contracts.
A separate block was aimed at considering prohibitions, restrictions and advantages in procurement activities. The participants examined in detail their mechanisms, as well as the features of working on the electronic platform and in the EIS in the context of the national regime. Special attention was paid to the changes made to the Russian Government Decree No. 1132 on the register of contracts, problematic situations faced by customers, and practical ways to solve them.
In addition to issues of national treatment, participants learned about tools for optimizing the procurement process through an electronic store and the features of import substitution in the procurement of software, radio-electronic products, medicines, medical devices and leasing services (subject to changes coming into force on September 1, 2025).
In addition, it was possible to analyze changes in procurement reporting from SMEs, requirements for customers and new approaches to interaction with suppliers. The thematic block was completed by a discussion on changes to the Code of Administrative Offenses of the Russian Federation from March 1, 2025, concerning the mitigation and tightening of customers’ liability for violations of 223-FZ. Alexander Tarasov also emphasized that the consistent implementation of import substitution requirements and transparent procurement procedures contribute to the development of domestic production and the expansion of participation of Russian companies in supplies to government and corporate customers.
