Raid on vape shops was held in Norilsk by representatives of the youth parliament along with deputies of the City Council

The Youth Parliament of Norilsk, together with deputies of the city council, held raids on vape shops. The aim was not to identify violations, but to verify how firmly the requirements of Federal Law No. 178-FZ were in practice.

The initiators of the audit were the deputy of the Norilsk City Council and a member of the Youth Parliament under the State Duma of the FS of the Russian Federation Anastasia Savichev and her colleague and chairman of the Youth Parliament of Norilsk Denis Kaminsky. The raid was also attended by the head of the department of minors of the Ministry of Internal Affairs of Russia in the city of Norilsk, police lieutenant colonel Olga Kurunina, as well as young parliamentarians.

The audit showed that in two years compliance with the rules for many really became a formality. Behind the signs of “18+”, activists found a familiar picture of violations: the windows that should be completely closed were only partially covered with curtains; Shelves with products were brightly highlighted, attracting attention; And there were no mandatory inscriptions about the dangers of smoking. All this is a direct violation of the norms that entered into force on June 1, 2023. The law prohibits any open calculation of the goods, and the buyer can get acquainted with the assortment only by the textual price list.

“Our task is not only to indicate a mistake, but also to remind you of the rules, to build a dialogue. We want to help entrepreneurs work in a legal field, because the main goal is in common – to protect children and adolescents from easy access to this harmful products, ”Anastasia Savicheva commented on the goal of the raid.

During the audit, the people's deputies contacted the leaders of outlets, explaining the essence of violations and reminding the system of fines. For non -compliance with the rules for laying out goods for the individual entrepreneur, a fine of 5 to 10 thousand rubles is provided, for legal entities – from 30 to 50 thousand rubles. At the same time, for the sale of waves by minors, the punishment is much more severe – up to 300 thousand rubles for individual entrepreneurs and up to 600 thousand rubles for legal entities. The business reaction was mainly constructive: the leaders thanked for the information and promised to correct the shortcomings.

This approach brought quick fruits. Already on the second day, in the stores of one of the networks where the check was visited on the eve, the windows of the windows were completely disconnected – a small but indicative result of the work done.

“We see positive dynamics, and this is the main thing. Our first word is a warning. But if it is not heard, the next visit will no longer be for a conversation. In a week we will return to these points. In the event of non -violations, police officers will be invited to draw up a protocol and transfer documents to Rospotrebnadzor, ”Denis Kaminsky summed up.

The raids of the youth parliament will become regular. Activists plans not only further checks, but also encouraging a responsible business. In the dialogue with the representative of the Ministry of Internal Affairs, the idea of ​​creating a special sticker was born “verified by the youth parliament”, which will become a sign of quality for buyers and will show that the store works in strict accordance with the law.
