For years, Portland has been one of the cities that have become a symbol of disputes about internal security and street protests in the political debate in the USA. In 2020, during the presidency of Trump, the city was in the center of mass demonstrations against police brutality after the death of George Floyd. At that time, the federal administration directed federal officers to Portland, which led to the escalation of clashes with protesters and was criticized by local authorities.

Trump presented many times Portland as an example of a “fall of America ruled by Democrats”, using a narrative about the “war damaged city”. His Saturday announcement is part of this pattern and is important not only in the safety dimension, but also of the election campaign.
“At the request, the Secretary of National Security Kristi Noem I recommend to the secretary of war Pete HegeSth to provide all necessary troops to protect the war destroyed by Portland and all our ICE facilities besieged by Antifa and other national terrorists. Soldiers have green light to use full force if necessary” – wrote Trump.

Unexplained legal grounds
For now, it is not known on what legal basis the president plans to use the federal army in cleaning activities within the country. The Posse Comitatus Act, which has been in force since 1878, limits the possibility of using armed forces to enforce the law on the US. The exception are special situations when the Congress or the President himself formally establishes the Insurrection Act, allowing for military intervention in the event of serious riots or rebellion.
The White House and the Department of Defense have not yet referred to Trump's announcement. There are also no details about the number of soldiers who would be sent to Oregon or the date of the potential operation.
Trump's declaration also aroused controversy because his entry appeared in the names of people performing functions they do not officially occupy – Pete HegeSth, a former military and television commentator, was called the “Secretary of War”, and Kristi Noem, Governor of Southern Dakota, described as “Secretary of National Security”.
