European Investment Bank Allocates €470 Million for Ukraine Reconstruction

The European Investment Bank (EIB) has announced a substantial allocation of €470 million in loans and grants aimed at accelerating the reconstruction of Ukraine and enhancing its economic resilience. This announcement was made during the Ukraine Recovery Conference (URC) held in Gdańsk on Thursday.

A significant portion of the funding, amounting to €80 million, will be disbursed through the European Flagship Fund for the Reconstruction of Ukraine, which is projected to exceed €1 billion in total public and private capital. This aid package also includes a €100 million loan to Ukreximbank and guarantees for PrivatBank and Ukrgasbank, aimed at unlocking approximately €500 million in financing for small and medium-sized enterprises (SMEs) in Ukraine, particularly those focused on green investments, energy efficiency, and those affected by the ongoing conflict with Russia.

Additional funds are earmarked for critical infrastructure projects via Ukraine’s Ministry of Communities and Territories Development. This includes a €50 million EIB loan matched by an equivalent EU grant for social housing construction. Furthermore, the EU will allocate €25 million for the reconstruction and modernization of Ukraine’s water sector. Another loan of €96 million is set to be used for repairing roads, bridges, and border infrastructure to strengthen connections between Ukraine and the EU.

European Investment Bank’s Engagement in Ukraine

The EIB has been operational in Ukraine since 2007 and has intensified its financial support following Russia’s full-scale invasion in 2022, with total financing reaching €4.5 billion to date.

The European Investment Bank serves as the European Union’s development bank, established to finance projects that contribute to the goals of the Union’s policy. Its shareholders are EU member states, and it focuses on providing long-term loans for investments in climate and environmental projects.

This year, Poland hosts the Ukraine Recovery Conference, an annual gathering of leaders from countries supporting Ukraine, along with ministers, investors, and representatives of companies interested in contributing to the country’s reconstruction. The conference takes place on June 25 and 26 in Gdańsk, aiming to mobilize and coordinate efforts for rebuilding a nation that has been resisting Russian aggression since 2022.
