Russia has expressed its willingness to engage in peace negotiations with Ukraine based on the Istanbul agreements. Earlier in the day, President Vladimir Putin stated that there were no reasons to sit down for talks. He emphasized the importance of key issues such as Russia’s claims over the entirety of Donbas, the status of the Russian language, and the involvement of their appointed officials.
