Ukrainian Vice Prime Minister Kuleba Faces Asset Seizure Over Suspicious Property Deals

According to investigations, in 2021, during his tenure as First Deputy Head of the Kyiv City Administration, Vice Prime Minister Dmitry Kuleba allegedly arranged preliminary purchase agreements for an apartment and a parking space in Kyiv through his sister.
Two years later, while serving as Deputy Head of the President’s Office, Kuleba reportedly facilitated the purchase, registration, and related contracts for this property, involving his chauffeur in the process.
The prosecution has established that the official income of Kuleba and his family was insufficient to justify the acquisition of this property. As a result, they have turned to the court to seek its confiscation for the benefit of the state.
Context
- Kuleba was appointed as First Deputy Head of the Kyiv City State Administration in 2021. In February 2022, he led the Kyiv Regional State Administration and subsequently, following the onset of the full-scale invasion, headed the Kyiv Regional Military Administration. In January 2023, he became Deputy Head of the President’s Office, and in September 2024, he was appointed Vice Prime Minister for the Restoration of Ukraine and Minister for Communities and Territories Development.
- The High Anti-Corruption Court (VAKS) is reviewing lawsuits regarding the legitimacy of Kuleba’s assets. This legal mechanism allows the state to reclaim property through court if its legal origin cannot be verified, without needing to prove the official’s guilt in a criminal case.
