Russia will create a unified database of IMEI codes for mobile devices

The State Duma adopted in the second and third readings a law on the creation of a unified database of unique identifiers of mobile devices. The document is part of the second package of measures to combat cyber fraudsters.
The new system will store information about IMEI codes permitted and prohibited for use in Russia. IMEI is a unique 15-digit number that is assigned to mobile devices with a SIM card and allows you to identify the device in the operator’s network.
Mobile operators will be required to transmit information about subscribers' phone identifiers to the database. The system will also be populated by government bodies, the list of which will be approved by the government. If a ban on the use of a specific IMEI code appears in the database, the operator will not be able to provide communication services with such a device.
In addition, service may be denied if it turns out that someone else’s device is being used with the same number. Earlier, the head of the State Duma Committee on Information Policy, Sergei Boyarsky, reported that there would be no charge for including devices in a single IMEI database.
