In the Krasnoyarsk Territory, ex-deputy Welker was unable to appeal the verdict for the land scam (video)

The Krasnoyarsk Regional Court upheld the sentence of former deputy of the Berezovsky District Council of Deputies Alexander Welker. He was found guilty of municipal land fraud and arbitrariness. The prosecutor's office of the Krasnoyarsk region reported this.

According to the court, in 2016, Welker submitted documents to the administration of the Solontsovsky village council about greenhouses and silos allegedly located on three municipal plots. This allowed him to buy the land at a reduced price. Plots with a total area of ​​more than 68 hectares were purchased for 554 thousand rubles. At the same time, their market value was about 269 million rubles.

Another episode is related to the events of 2021. According to investigators, Welker demanded that the head of the credit consumer cooperative “Sovet” repay the allegedly existing debt of 20.8 million rubles. To put pressure on him, he threatened to use violence and disseminate compromising information. Fearing for his safety, the victim handed over money, property and rights to an apartment with a total value of more than 11.5 million rubles to the former deputy.

In December 2025, the court of first instance found Welker guilty of fraud on an especially large scale and arbitrariness with the threat of violence. He was sentenced to 5 years in prison in a general regime colony and a fine of 1.5 million rubles. He was also awarded damages and compensation for moral damages in favor of the victim.

The convict and his defense tried to appeal the verdict. They insisted that guilt had not been proven and asked to acquit Welker. However, the appellate court found no grounds to overturn the decision. The Krasnoyarsk Regional Court agreed with the conclusions of the trial court and indicated that the guilt was confirmed by the totality of evidence.

The verdict was changed only on certain procedural issues. This did not affect the conclusions about guilt and the punishment imposed. The verdict came into force.
