The Commissioner for the Protection of the Rights of Entrepreneurs of the Krasnoyarsk Territory spoke before the Legislative Assembly

The annual report of the Commissioner for the Protection of the Rights of Entrepreneurs Olga Zagitova was heard yesterday at the Legislative Assembly of the Krasnoyarsk Territory.
Olga Zagitova said that in 2025 she received 308 requests from entrepreneurs from all over the region. 16 of them were collective, 147 were submitted in writing. TOP 5 among complaints – land and property relations (23%); criminal proceedings (14%) – entrepreneurs often complain that they are refused to initiate criminal cases; 6% relate to the provision of support measures (subsidies, consultations, training); 5.5% each falls on enforcement proceedings and state and municipal control.
Olga Zagitova gave an example of administrative barriers when entrepreneurs involved in the funeral business complained that they were not allowed into the territory of the cemetery to carry out landscaping work. With the help of the Commissioner, a document was prepared clarifying the improvement procedure, but for six months it has not been approved by local authorities. There are also general economic factors that influence the state of business. For example, staff shortages.
The Commissioner took part in the work of government bodies and advisory bodies on issues of protecting business interests, conducted educational events, and also participated in assessing the regulatory impact on business of 153 draft regional and municipal regulatory documents.
Olga Zagitova noted that, along with the federal tax reform, a number of regional laws relating to the property of organizations, patents and transport tax were adopted in 2025. To help business, from January 1, 2026, a special regime, “Automated Simplified Taxation System,” was introduced in the region, and a law on responsible business vision was adopted this year. She made a number of proposals for further improvement of regional legislation, including the creation of a law on supporting family entrepreneurship, and also asked to add another specialist to the apparatus. Now the Commissioner has two assistants and 40 public representatives in the territories working free of charge.
Chairman of the Legislative Assembly Alexey Dodatko noted that the report is organized in a very technologically advanced manner, it reflects a wide range of issues, and the questions of deputies relate only to important clarifications.
Deputies supported many of the topics raised in the report. Deputy Chairman of the Regional Parliament Dmitry Sviridov and Chairman of the Committee on Natural Resources and Ecology Vitaly Drozdov returned to the issue of personnel problems in the forestry industry. Dmitry Sviridov noted: in municipalities a number of sawmills are on the verge of closure. He invited the government to propose measures to change the situation. Deputy Alexander Boychenko suggested that the Legislative Assembly also get involved in resolving the issue.
Deputies Elena Penzina, Irina Subocheva, Ekaterina Udelko thanked the Commissioner for his active work, constant interaction with deputies, with the territories, and the fight against cases of corruption against entrepreneurs. Deputies Pavel Semizorov and Vladimir Vakhtel raised the issue of the increasing tax burden on businesses, in particular on management companies. So far, as the Commissioner said, this has not affected the number of SMEs in the region, but the situation is under constant monitoring.
Chairman of the Committee on State Structure, Legislation and Local Self-Government Galina Ampilogova believes that the region needs to develop a mechanism to combat “gray” businesses that are not registered, do not pay taxes, but make a profit and compete with law-abiding entrepreneurs. Chairman of the Committee on Rural Affairs and Agro-Industrial Policy Vladislav Zyryanov said that it is necessary to continue the fight against the dominance of reports that entrepreneurs must submit to various federal state information systems. According to him, there are more than 16 of them in agriculture, and now a proposal is being worked out at the federal level to consolidate all reports for farmers into a single system. Olga Zagitova noted that the abundance of GIS and reports also creates an additional burden on entrepreneurs in the forestry industry.
Deputies Alexander Ratakhin and Irina Ivanova also shared their opinions on the report.
Chairman of the Committee on Economics and Tax Policy Egor Vasiliev noted that the Commissioner not only actively protects the rights of entrepreneurs, but in his work there is a constant dialogue between the authorities and the business community.
“We see that the rumors about the mass closure of SMEs, which are now being intensified, are not confirmed by statistics. The number of entrepreneurs in the Krasnoyarsk Territory remains stable. At the same time, the burden on business has, of course, increased; in certain industries there is some increase in debt and a drop in revenue. This pushes us to action: how will we reduce the current burden and help our entrepreneurs get their bearings in time and become more successful. They were listed today and will be included in the decision of the Legislative Assembly. In recent months, several regional laws have already been adopted, which, along with overall federal growth, reduce this burden, and there are decisions developed with the participation of the Commissioner for Entrepreneurs’ Rights that will continue this trend,” noted Egor Vasiliev.
Based on the results of the report, a resolution of the Legislative Assembly will be prepared, which will reflect the proposals made at the session.
