The future government must avoid Romania falling into “junk”. Mr. President, do you understand this?

From the information coming from Cotroceni, “according to the sources”, possible variants of the prime minister, the composition of the future government are being discussed, but not about its tasks and capabilities to avoid the worst for Romania: falling into the “junk” category, that is, the country becoming unfinanceable and no longer having money for pensions and budget salaries.

President Nicușor Dan believes that his mission is to propose a prime minister and a government that will pass the vote of the parliament to the investiture. That's it. What happens after, God have mercy, is no longer the president's business!

The latest information from the press, not yet confirmed by the president, is that he would prefer Eugen Tomac as future prime minister. The head of a non-parliamentary party, without education, culture, experience in the economic, financial, fiscal-budgetary fields, i.e. exactly the important fields that he has to manage. On the other hand, he has a very good relationship with Nicușor Dan, possibly willing to listen to his advice and instructions, although even the president Nicușor Dan has no education, culture, experience in the fields in which Romania is now “repetitive”.

Here are the five areas in which the prime minister must have extremely solid knowledge and experience:

1. Fiscal-budgetary and external debt rebalancing.

2. Obtaining money from the PNRR and the European Cohesion Fund.

3. Maintaining the confidence of investors and Western institutions.

4. Proper management of money from SAFE.

5. Romania's accession to the OECD.

What interests does PSD have in the future government?

Although he brought down the Bolojan government, through a motion of censure, we do not see from the PSD the solutions to the denied activity of the Bolojan government, we do not see a proposal for a prime minister, government program and the list of future ministers. Nothing! Silentio press!

And President Nicușor Dan does not publicly ask the PSD to take over the future government, even if it toppled the Bolojan government, in order to repair its possible “mistakes” and direct the country on the path it considers correct. He also has a majority of 281 parliamentarians who voted in favor of the censure motion, so he would have no difficulty passing his government through parliament with 233 votes.

Why doesn't PSD come up with the prime minister's proposal? Because he knows that the next stage of the government can lead them into the ditch, i.e. into “junk”, if they do not apply the same tough measures to reduce budget expenses that Bolojan applied.

The PSD prefers to stay in the shadows, with a few ministers and government apparatus in the second and third echelons, to direct the budget money to the political clientele through privileges, sinecures, shameless salaries and pensions, annuities from the budget, contracts with illicit benefits for party beneficiaries. And in other words, when Romania enters “junk”, they are not to blame, but the prime minister, who is Tomac, or someone else who is not from the PSD. That is, to gnaw the budget money like rats, without bearing the responsibility of the failure. This philosophy is clear, used in many other stages of government.

The Tomac government has no chance of passing parliament

We already have statements from PNL, USR and AUR that a government led by Eugen Tolomac will not pass the parliament's vote, only with PSD votes. Eugen Tomac has no chance to solve the five urgent tasks presented above, and with very strict deadlines. If by the end of August we do not meet the benchmarks and targets in the PNRR, not only do we lose the money, but we also have to return the money collected on account of the unfulfilled targets and benchmarks. Money on which this year's budget is based, and without it the budget flies in the air!

The Bolojan government succeeded in maintaining the confidence of investors and Western institutions, through the measures taken and the results of the budget execution every four months. A new government, with new ministers, does not have time to “get into the groove”, to build its governing philosophy and work teams, as the Bolojan government managed in 11 months. He needs a period of time of several months to reach cohesion and coordination within the government. But PNRR and the rating agencies do not wait, we enter “junk”!

What solution would be acceptable

Preservation of the government act, under the leadership of Aexandru Nazare, who is up-to-date and knows all the constraints and needs of Romania in the external financial plan. And the ministers who temporarily replace the ministers who left PSD, should be replaced by technocrat ministers, or from the parties remaining in the coalition, with PSD's agreement.

All the discussion at Cotroceni must focus on the following constraint: which prime minister and which ministers are able to fulfill the five conditions mentioned previously. Only then the passage through the parliament, when the parties will understand that there is no other solution.

Passing through the parliament a prime minister and a government, which you don't know if it will be able to solve the five conditions, is stupidity that will cost Romania in only one way: entering the “junk” and running out of money for pensions and budget salaries.
