In Krasnoyarsk, they will increase the efficiency of maternity hospitals and dentistry through reorganization

Deputies of the Legislative Assembly considered the proposal of the regional government to change the structure of obstetric and dental institutions operating in Krasnoyarsk.

The regional Minister of Health Alexey Konovalenko said that four city maternity hospitals (Nos. 1, 2, 4, 5) and a medical genetics center will be part of the regional Center for Maternal and Child Health. The goal of the reforms is to improve the quality and accessibility of medical care. After the merger, the institutions will become structural divisions without legal entity status under a single management, which will allow more efficient use of material, financial and human resources.
As Konovalenko noted, this proposal is a reaction to changes dictated by time:
“The modern system of obstetric care developed in 1970-1980, when the number of births in Krasnoyarsk reached 20 thousand per year, and after the birth of a child, women were in institutions for up to 14 days. Now the number of births in these maternity hospitals has decreased by almost 40%, and the length of stay in them has been reduced to 3-5 days. Moreover, over the past 5 years, the number of births in these institutions has decreased by almost 17%, while in the Center for Maternal and Child Health, on the contrary, it has increased by 19.5%. Maintaining four separate legal entities with such a workload leads to a decrease in the quality of care, especially in complicated pregnancies. The transfer statistics are also indicative: last year alone, 477 patients were transferred from maternity hospitals to other hospitals. In each such case, there is an additional risk for the mother and child, loss of time, duplication of diagnostics. It is impossible to eliminate this problem without unified management.”
The regional health minister assured that after the reorganization, the volume of assistance to patients will not decrease, and there are no plans to reduce the staff of institutions.

Similar changes will affect the network of dentists. Dental Clinic No. 1 on the right bank will be joined by Nos. 3 and No. 7. On the left bank, Dental Clinic No. 2 will be joined by Nos. 4, 5 and 8. The new structure will make it possible to satisfy the increased demand for services. With the expansion of service areas, the patient will be able to enroll in any branch, it will become easier to obtain consultations with specialized specialists (orthopedists, orthodontists, periodontists) and in-demand diagnostic tests. Also, thanks to the creation of a single digital circuit and a call center with thoughtful routing of patients, the efficiency of medical staff and the overall effectiveness of institutions will increase.
Both proposals were considered by the regional commission to assess the consequences of the reorganization of government institutions and were considered appropriate and did not entail negative social consequences.
“This decision is a response to the changing demographic situation and modern healthcare requirements. Medical care should be accessible, high-quality and convenient. If we are talking about dentistry, then after joining, patients will be able to make an appointment at any branch that is closer to work or home. Assistance in the field of obstetrics will become more coordinated and of higher quality. Residents often complain to us about the work of antenatal clinics – and we hear them. A fragmented system, where each maternity hospital is on its own, does not allow doctors to focus on the most difficult things. The unification is not a bureaucratic restructuring, it is an opportunity for every pregnant woman in Krasnoyarsk to receive help where it is best for her,” the chairman noted Committee for Health and Social Protection Ilya Zaitsev.
The issue of reorganization was unanimously supported by the committee members and will be considered at the next session of the regional parliament on May 28.
