The Expert RA agency has upgraded Krasnoyarsk's credit rating to ruAA-, with a stable outlook.
Previously, the city had a credit rating of ruA+, also with a stable outlook.

According to experts, the growth in the rating is due to the high level of economic and demographic development, low unemployment, budget balance and strong debt positions.
It is noted that city budget revenues increased by 12% and amounted to 71.1 billion rubles, of which 54.3% came from tax and non-tax revenues. The main revenues came from taxes, including personal income tax and the patent system tax. City budget expenditures in 2025 increased by 16.6% compared to 2024 and amounted to 71.5 billion rubles. Social expenses amounted to 67.1% of total budget expenses.
“The city budget was executed with a “technical” deficit of 0.5 billion rubles. It is important to emphasize that this indicator does not indicate a lack of funds to finance city expenses. It is fully provided with budget balances at the beginning of 2025, – said the administration. — All indicators of Krasnoyarsk's debt sustainability are at a high level. The city's municipal debt was reduced by 7.2% over the year. It is worth noting that among cities with a population of over a million, Krasnoyarsk currently has the highest level of credit rating.”
