Prosecutors Gigi Ştefan and Teodor Niţă, pre-arrested for corruption, were suspended from their positions as CSM

The section for prosecutors of the Superior Council of the Magistracy (CSM) decided, on Monday, to suspend from office Gigi Ştefan and Teodor Niţă from the Prosecutor's Office of the Constanța Court of Appeal, after they were pre-arrested in a case in which they are accused of corruption.

Last Friday, the High Court of Cassation and Justice ordered the preventive arrest for 30 days of prosecutors Gigi Ştefan and Teodor Niţă, accused by the General Prosecutor's Office in a case of influence peddling and abuse of office, writes Agerpres.

Gigi Ştefan is accused of continuous influence peddling (multiple material documents), and Teodor Niţă is prosecuted for inciting abuse of office.

Regarding Gigi Ştefan, the General Prosecutor's Office specified: “From the evidence administered in the case, the following factual situation emerged: on April 8, 2026, the defendant, while exercising his duties, in his office in the Prosecutor's office next to the Constanța Court of Appeal, directly received, for himself, the sum of approximately 60,000 euros from a person, letting it be believed that he had influence over a prosecutor from within a subordinate prosecutor's office, promising that he will cause him to perform an act that is part of his official duties, namely to settle a criminal case in a favorable sense”.

Also, the investigators say that, in the same context, after receiving the sum of money, he would have allowed himself to be believed to have influence over some judges and would have promised to induce them to settle two civil cases favorably.

At the same time, Gigi Ştefan is accused that, between December 2025 and May 2026, using the influence and authority conferred by the position of prosecutor, he would have received the sum of approximately 110,000 euros, goods or other improper benefits from various persons interested in the favorable resolution of some criminal, administrative or professional cases.

“In exchange for these benefits, he exerted or promised to exert his influence on public servants, prosecutors, police officers, staff from public institutions or other people with decision-making powers, in order to determine the urgency of some procedures, obtaining favorable solutions, interventions in criminal cases, interventions to expedite steps regarding the reacquisition of the driver's license, facilitating professional transfers, issuing opinions and documents or interventions to support businesses and economic projects, including by facilitating some contacts and approaches with civil servants and persons with management positions within some public institutions”, said the General Prosecutor's Office.

Regarding Teodor Niţă, the General Prosecutor's Office claimed that, on January 15, in the presence of two people, he would have exerted efforts to influence an officer from ISUJ Constanţa, in order not to apply legal measures to a controlled company, managed by a person close to the prosecutor.

“Specifically, the defendant, taking advantage of the authority and influence conferred by the position of prosecutor in the Prosecutor's Office attached to the Constanţa Court of Appeal, requested the officer to communicate the necessary measures to avoid ordering the sanction of the termination of commercial activity against the controlled company and to adopt an administrative conduct favorable to a businessman”, informs the General Prosecutor's Office.

In this case, 13 searches were carried out last week, including at the headquarters of the Prosecutor's Office next to the Constanța Court of Appeal.

The investigators would have found the sum of 100,000 euros in the office of the prosecutor Gigi Ştefan and another sum of 30,000 euros in his car.

Gigi Ştefan was the general prosecutor of the Prosecutor's Office attached to the Constanţa Court of Appeal, and Teodor Niţă was his subordinate.
