Russian provocation with “peace plan” failed – diplomat

But this plan once again mobilized the Europeans. And instead of a split between Americans and Europeans, today we see, based on the results of Geneva, that a single holistic position is being formed,” the KSE director emphasized.

This allows us to hope for mutual understanding between the presidents of the United States and Ukraine, Donald Trump and Vladimir Zelensky, Lubkivsky believes.

“If we can agree on a coherent, firm position between Washington, European capitals and Ukraine, we win. We win a priori. But then we need scrupulous work with the Russians. At this stage, it is important to act prudently, protecting all our red lines,” he said.

According to Lubkivsky, legally binding guarantees for Ukraine should provide for ratification by the parliaments of all guarantor states and should work like Art. 5 of the NATO Charter, which is “the basis for the formation of long-term military strategies.”

“You need to understand that the Ukrainian army is the strongest in Europe today. Its ability is also important for other states. That is why Ukraine in this situation can be a contributor to security,” the diplomat said.

At the same time, Lubkivsky warned about a possible escalation on the part of the Russian Federation if the illegitimate Russian President Vladimir Putin does not succeed in the negotiation results.

Then we should expect escalation on the battlefield, but this will not improve the internal situation in Russia, the KSE director concluded.

Bloomberg wrote that the 28-point plan, which was agreed upon by Trump’s special envoy Steve Witkoff and Putin’s special representative for investment and economic cooperation Kirill Dmitriev, was not accepted, because it had many contradictory aspects. After the response on the part of Kyiv and European partners during negotiations between delegations of Ukraine, European countries and the United States in Geneva on November 23, the Russian-American document was changed, reduced to 19 positions.

The White House released a statement after the negotiations that the amended draft peace agreement reflects Ukraine's national interests.

After the meeting of the US and Ukrainian delegations in Geneva, negotiations between the United States and the Russian Federation were organized in Abu Dhabi. They noted that “there are several delicate, but not insurmountable, details that need to be resolved” and “which will require further negotiations between Ukraine, Russia and the United States.” Thus, CNN named three key points of the “peace plan” on which there is still no agreement between Ukraine and the United States.

On November 25, Trump expressed the opinion that agreements to resolve the war of the aggressor country of the Russian Federation against Ukraine are very close. The head of the White House instructed Witkoff to meet with Putin in Moscow, and US Army Secretary Daniel Driscoll to meet with the Ukrainian side in Kyiv for the purpose final agreement on the “peace plan”.
