The regions with the lowest alcohol consumption in Russia were the republics of the North Caucasus, Stavropol Territory, Tuva and Moscow. This was announced by the head of the department of the Central Research Institute of Organization and Informatization of Healthcare of the Ministry of Health of the Russian Federation, Viktor Zykov.
The minimum indicators were recorded in Chechnya, Ingushetia and Dagestan. According to the Unified Interdepartmental Information and Statistical System, in April 2026, alcohol consumption in Chechnya amounted to 0.02 liters of pure alcohol per person. In Ingushetia the figure reached 0.63 liters, in Dagestan 0.9 liters.
The highest level of alcohol consumption, according to the Ministry of Health, was in the Nenets Autonomous Okrug, the Jewish Autonomous Region and Chukotka. In the Nenets Autonomous Okrug the figure was 18.2 liters of pure alcohol per person. In the Jewish Autonomous Region it reached 14.76 liters, in Chukotka 14.17 liters.
“The Russian average in 2025 was 8.06 liters of pure ethyl alcohol per person, and this is 24% less than 10 years ago: in 2016 it was 10.6 liters,” noted Viktor Zykov.

Experts attribute the low rates in the North Caucasus to intolerant attitudes towards alcohol consumption. In Moscow, according to experts, people can buy a lot of alcoholic beverages, but more often they are talking about less strong products. Therefore, in terms of pure alcohol, the figure is lower.
Previously, scientists from Moscow State University and the Federal Scientific Center for Psychological and Interdisciplinary Research noted that the dynamics of overall mortality in Russia coincides with the dynamics of mortality from alcohol-related causes. At the same time, experts pointed out that strict prohibitions alone in the fight against alcoholism do not give the desired result.
