At a meeting of the Committee on the Budget, State Property and Protection of Citizens' Rights, deputies of the Legislative Assembly of the Krasnoyarsk Territory considered results of support for infrastructure development of municipalities in 2021–2025.
Over the five-year period, 270 billion rubles have been allocated for these purposes, 185 facilities have been commissioned: 63 in healthcare, 30 in education, 17 in housing and communal services. Every year, a third of the regional budget expenditures go to the territories. The development budget in 2025 for the first time exceeded 90 billion rubles.
Every year, at least 5 billion rubles of subsidies are allocated from the regional budget to support municipalities, of which 3.5 billion are allocated to bring at least 250 km of local roads to standard condition.
1.5 thousand km of local roads were repaired, more than 1 thousand public and courtyard areas were landscaped. Federal mechanisms are actively used: treasury loans, concession agreements, participation of residents in the distribution of budget funds.
Main road facilities: a bridge across the Yenisei near the village of Vysokogorsky (7.4 billion rubles), which provided year-round communication with the North Yenisei region, the largest gold mining center in Russia; phased reconstruction of the Krasnoyarsk – Elita highway (total cost over 3 billion rubles), expanded to four lanes; major repairs of the roads Shadrino – Podsosnoye, Ermakovskoye – Bolshaya Rechka, bypass of Uzhur.
In 2026–2027, it is planned to reconstruct the Krasnoyarsk-Kuznetsovo-Zykovo road (3.2 km, 1 billion rubles) and build a transport interchange near the village of Solontsy in preparation for the 400th anniversary of Krasnoyarsk (1.8 billion rubles).
Deputy Minister of Construction and Housing and Communal Services Igor Epifanov said that over five years 354.2 thousand square meters have been resettled. meters of emergency housing, more than 21 thousand people were resettled; 463 public spaces and 574 courtyard areas were landscaped—the embankments of Krasnoyarsk and Divnogorsk were included in the federal register of best practices.
Over 5 years, 29 water supply facilities were built and reconstructed, 132 boiler houses, 40 water intake complexes, and 15 pumping stations were repaired. 3,280 land plots are provided with engineering infrastructure, of which 1,956 are for large families. 32 municipalities received backup power supplies.
During this period, 187 social and engineering infrastructure facilities worth 44.2 billion rubles were commissioned: clinics, swimming pools, housing for orphans, a maternity hospital in Sharypovo, an oncology clinic in Krasnoyarsk, a school in Sosnovoborsk.
“Supporting municipalities is a priority of the region’s budget policy. It is important that every ruble works for results, and people feel real changes,” noted committee chairman Committee on Budget, State Property and Protection of Citizens' Rights of the Legislative Assembly Krasnoyarsk Territory Vladimir Chashchin.
All proposals from the territories will be considered at the Congress of Deputies on June 16.
