Fuel prices in Poland. The Minister of Energy explains how the CPN will be phased out

The Ministry of Energy recommends maintaining the government's Fuel Prices Lower program, valid until May 15 – said Miłosz Motyka.
— We will make a decision at the beginning of next week. I think there is a recommendation from the Ministry of Energy to maintain the program, said Motyka when asked on TVN24 about the chances of extending the Lower Fuel Prices (CPN) program.
He added that he regularly consults the situation on the fuel markets with the Minister of Finance, Andrzej Domański. – But today, in my opinion, the situation is not yet optimistic enough to terminate this programalthough of course we hope that in the coming weeks the pressure, including the economic one, will be so great that the situation in the Middle East will calm down, said the Minister of Energy.
According to Motyka, partial unblocking of the Strait of Hormuz would be a “step forward” that would enable talks about ending the program. — We are all still hostages to this situation. That is why this program is maintained today, he said.
Termination of the Fuel Prices Lower program. Two key steps
When asked what the phasing out of the CPN would look like, the head of the Ministry of Internal Affairs pointed out that it should be carried out in two stages. – We have excise tax, we have VAT. VAT is directly linked to the maximum price, so I think that in such steps this program should be phased out, he said.

He estimated that talks on this subject could be started if the price of diesel in the ARA ports (Amsterdam, Rotterdam, Antwerp) dropped to approximately USD 850-900. per ton, and the price per barrel is below $80.
This is how much the CPN program costs the Polish budget
The Minister of Energy announced that, according to the ministry's calculations, the CPN program costs the budget PLN 1 billion to PLN 600 million per month, and thanks to it, drivers saved PLN 3 billion per month.
Motyka declared that there is currently no risk of aviation fuel shortage in Poland.
When asked about fuel tourism, the Minister of Energy said that the difference is several percent on a month-to-month and year-to-year basis. – So, apart from the holiday season, we have not observed excessive fuel tourism – he gave.

A regulation reducing VAT on fuel from 23 to 8 percent is in force until May 15. and a regulation reducing excise duty. Excise duty was reduced by 29 groszy per liter of petrol and 28 groszy per liter of diesel oil, i.e. to the lowest level permitted by the European Union. The amendment to the Excise Duty Act adopted at the end of March allows for a temporary reduction in excise tax rates on fuels by regulation until June 30.

From Friday to Monday, a liter of EU95 petrol will cost no more than PLN 6.46, EU98 petrol – PLN 6.96, and diesel oil – PLN 7.31.
