Minister Pîslaru, about the first teaching career: “We have everything we need to be able to give teachers the 1,500 lei”, but an opinion is missing
The interim Minister of Labor, Dragoș Pîslaru, stated on Monday that the government led by Ilie Bolojan could not approve the granting of teaching career bonuses because it did not receive the opinion of the Legislative Council in time. “Tomorrow morning at 8:30 we hope to have it, so that we can adopt this act in an extraordinary government meeting”, said Pîslaru.
The opinion of the Legislative Council has an advisory role, but it is mandatory for the adoption of any draft normative act, in the event of possible legality challenges to the Constitutional Court.
Interim Minister of Labor, Dragoș Pîslaru, was asked on Monday when the government will adopt teachers' teaching career bonuses.
“I'm going to ask you to allow me to express my hope that by tomorrow morning at 8:30, the Legislative Council (CL) will give us the necessary approval, which was not given today, so that we can adopt this project,” declared Minister Pîslaru.
He emphasized that it is a project that has been worked on for a long time and all that was left to be adopted in Monday's meeting was this opinion.
“It's about amending Ordinance 58 in order to be able to offer the respective premiums from European money. We have a program change, we have the money set aside, we have everything we need to be able to give the teachers the 1500 lei. What we lack at the moment is the opinion of the Legislative Council. Tomorrow morning at 8:30 we hope to have it so that we can adopt this act in an extraordinary government meeting”, said Pîslaru.
He said that in the same situation there is another Emergency Ordinance on agricultural lands, which is a milestone in the PNRR.
“In addition, there is still a crucial emergency Ordinance that is a milestone on the PNRR related to agricultural lands, one of the crucial reforms, which is in the same situation: it has all the approvals and does not have the approval of the CL. It was a wonderful thing to see how the Bolojan government has the responsibility to remove from the table another critical reform of the PNRR with the new interim Minister of Agriculture who has effectively turned his head these days, it is Mr. Deputy Prime Minister Tanczos Barna, who has done wonders so that we can have this project adopted. We hope in the wisdom and support of colleagues from CL that they can give us these approvals by tomorrow morning at 8:30 a.m.,” he said.
Prime Minister Ilie Bolojan will participate on Tuesday, May 5, from 11:00 a.m., in the debate and vote on the censure motion, initiated by 254 deputies and senators, in the Joint Plenary of the Parliament.
The teaching career bonus will have a nominal value of 1,500 lei net
Teaching and auxiliary teaching staff in state pre-university education, as well as teaching and auxiliary teaching staff in state university education active in the school/academic year 2025–2026 will benefit from a teaching career premium in this school/academic year, according to the draft emergency ordinance.
The teaching career premium will have a nominal value of 1,500 lei net and will be awarded starting in May.
The teaching career premium will be granted in the form of a measure to support the teaching activity on electronic support for participation in professional training courses, the purchase of specialized books and other categories of expenses assimilated to them, as well as other categories of expenses necessary for the development of the educational act, for the staff in the state pre-university education, respectively the teaching staff, auxiliary teaching staff, for the teaching staff with the didactic rank of lecturer, head of works/lecturer and university assistant, as well as for the staff teaching assistant, from the state university education system, currently active.
At least 65% of the premium value will be used for professional training courses approved or accredited by the Ministry of Education and Research.
The list of professional training courses approved or accredited by the Ministry of Education and Research, as well as the list of accredited providers, will be public on the website of the Ministry of Education and Research.
The measure's budget is estimated at 413.778 million lei, with financing from non-reimbursable European funds, within the Education and Employment Program 2021-2027.
For the school/university year 2025–2026, the teaching career bonus can be used until the end of the school year, i.e. until August 31, 2026 for pre-university education and until September 30, 2026 for university education.
