The Minister of the Environment will notify the DNA, after the controls in the Danube Delta. “It's not a play by Caragiale”

The Minister of the Environment, Diana Buzoianu, said on Saturday that the control body's report regarding the situation in the Danube Delta will be sent to the National Integrity Agency (ANI) and the National Anticorruption Directorate (DNA), as well as that there are “sufficient reasons to dismiss the management” of the “Danube Delta” Biosphere Reserve Administration (ARBDD).
“Garbage cannot be hidden under the rug indefinitely,” the minister said on Saturday in a Facebook post in which he presented “just a few of the totally aberrant things discovered by the ministry's inspection body.”
She accused the governor of Delta, Bogdan-Ioachim Bulete, of proposing in 2024 a reorganization of the ARBDD “through which he created a mammoth directorate where he made himself the director”.
“The papers look like this: Mr. Governor Bulete officially asks Mr. Director Bulete if he wants to be the director of the new mammoth department created. And Mr. Director Bulete answers to Mr. Governor Bulete that yes, he wants the new position created. It is not a play by Caragiale. It was Romania in 2024. We will notify ANI and DNA for these aspects,” declared Diana Buzoianu.
“European funds were lost”
The Minister of the Environment claims that “European funds were lost for digitization projects that would have allowed corruption to be removed from the process of issuing notices and permits”.
“28 million lei were not accessed even though the project file was prepared. Mr. Bulete refused to allow the contracted company to submit the papers to access the funds. Why?” added Diana Buzoianu.
She said of the checks on the ground that they were used “as a tool of oppression, not to really bring illegalities to light.”
“Year after year, repeated checks were carried out on some economic operators, while others were never disturbed. Cases were found with operators who were checked 5 times a few days apart. And where problems were found, the supporting documents were not given to show that fines were applied or that the measures imposed as a result of the control were followed up,” the minister also declared.
Officials sanctioned for “differences of opinion”
The Minister of the Environment claims that there were cases in which the Delta governor sanctioned civil servants for “differences of opinion”, even though the disciplinary commissions had proposed to close the case.
“Cases were discovered in which civil servants were sent to the disciplinary commissions and, after the respective commissions proposed closing the case because there were no facts that could have been sanctioned, the Delta governor proposed sanctioning for “differences of opinion” or directly proposed the application of sanctions without any justification,” Minister Diana Buzoianu also declared.
