Companies will gain a new control tool. Universities will disclose data


There are many indications that “CV coloring” may end in the process of applying for a job. The control of potential employees from 2026 may take place in an unprecedented way. The Ministry of Sciences and Higher Education proposes to introduce a provision to the amendment to the Act on universities, thanks to which universities will be able – for a fee – to check some of the data contained in graduates' diplomas.

The aforementioned bill is part of the deregulation package and has already been published on the website of the Government Legislation Center. According to the assessment of the effects of the regulation (OSR), this change corresponds to the postulate reported by the social side – specifically the team we check – regarding the difficulties encountered by the employers. Some of them are powerless due to the suspicion that applicants use a false diploma.
The OSR notes that “employers cannot directly verify in the university whether the data contained in the diploma of graduation submitted by an employee or work candidate are true.”

This is due to the position of the President of the Office for Personal Data Protection (PUDO), according to which employers are not entitled to “to other entities to confirm or check the truthfulness of documents submitted by employees or candidates to work in the course of recruitment and data contained in these documents.”
From January 1, 2026, employers can gain a new control tool
The Ministry of Education and Science points out that the purpose of amendments to the Act is to create legal grounds thanks to which employers will be able to confirm at the university the data contained in the diploma of graduation issued in paper form. It was emphasized that enabling the verification of credibility “is crucial from the point of view of social interest.”

As contained in the project, the provision of information by universities will be payable. The amount of the fee is to be 1 percent. minimum remuneration for work determined on the basis of the provisions on the minimum wage for work in force on the date of submission of the application
The amendment, which will enable a new form of employee control, is to enter into force on January 1, 2026. Thanks to this, universities are to gain time to adapt organizationally. It is already known that the solution may be associated with a significant burden for the university. According to the data of the POL-on system, almost 300 thousand seems to be on average each year. diplomas, and the regulation may also include documents from the last 50 years.
