In Siberia, there are no improvements in the messenger's performance. Owners of Apple devices also did not notice them. Reasons for the possibility “sudden revival» services are still unknown.
“Durova Code” and Rozetked report that the restoration of Telegram for some users may not be due to the easing of the blocking, but to the actions of the messenger administration. The latest versions of the application work without VPN only on Android with Telegram Premium accounts.
