Act on cryptoassets in the Sejm. There is a decision on the president's veto

To override the president's veto in the Sejm, a qualified majority of 3/5 in the presence of at least half of the statutory number of deputies (i.e. a minimum of 230) is required. With full turnout, it is 276 votes.
243 MPs voted in favor of rejecting President Karol Nawrocki's veto, 191 voted against and 3 abstained. This is the second such situation – in February, the president vetoed the bill again, and the parliament did not gather a sufficient majority to reject his decision.

The project aimed to adapt Polish law to the EU MiCA regulation (Markets in Crypto-Assets Regulation). It assumed the introduction of supervisory tools that would enable the Polish Financial Supervision Authority, among others, to: suspending public offerings of cryptoassets, temporarily suspending them or prohibiting their introduction to trading.
According to the authors of the regulations, this was the case increase market security and reduce the risk of fraud.
President: Act without significant changes. Minister Bogucki also expressed concerns
Karol Nawrocki justified his veto by saying that the bill was almost identical to the earlier version, which he also rejected in November last year. — One detail was changed, major errors were not removed – said the president, emphasizing that in his opinion the new regulations are still excessive and disproportionate.
The difference between the projects was only in the amount of the maximum supervision fee.
During the debate in the Sejm, the head of the Chancellery of the President, Zbigniew Bogucki, also spoke and warned against the consequences of too restrictive regulations. — What I want to say is that we are wasting our time. The act (…) was sent to the president in a virtually unchanged version. It is difficult to assess this as anything other than an attempt at political close-quarters – he said.

As he added, excessive regulatory burdens may encourage crypto companies to move their operations abroad, which would ultimately weaken the protection of Polish customers.
The lack of a resolution means further uncertainty for the crypto-asset market in Poland. Despite the need to adapt the law to EU regulations, the political dispute over the shape of the regulations remains unresolved.
