The draft law regulating short-term rental of MPs by Poland 2050 provides for changes to be introduced immediately, and not in a few years, as assumed in the government project and which is unacceptable – said Katarzyna Pełczyńska-Nałęcz, head of the Ministry of Funds and chairwoman of Poland 2050, in the Sejm on Monday.

– Short lease, which is included in an appropriate, democratic and free market framework, is OK, but uncivilized short lease is a disease – said Pełczyńska-Nałęcz in the Sejm during a meeting with local government officials, experts and representatives of interested communities.

The chairwoman of Poland 2050 stated that the draft laws prepared by the party's MPs are beneficial to residents and local governments. She pointed out that it assumes the immediate entry into force of the provisions, meanwhile the government's draft amendment regarding, among others, short-term rental provides for the entry into force of some provisions only in 2031.

– It is unacceptable for us to wait until 2030 or 2031. It is completely inexplicable why we should wait so many years for this solution when it is needed today. Secondly, there are no rights for residents there. There are very limited rights for local governments. These are the things that make us different – noted the Minister of Funds and Regional Policy.

The Poland 2050 project introduces mandatory records of short-term rental services, kept by commune heads, mayors and presidents in an IT system. This solution is intended – in the opinion of the project authors – to determine the scope of services provided in a given area and to counteract the lack of premises intended for long-term rental. Fines of up to PLN 50,000 are provided for failure to enter the bill. zloty.

The justification stated that the proposed regulations would also contribute to limiting excessive tourist traffic, improve order and safety, as well as collect local fees. The project also provides that municipal councils will be able to establish, by way of resolution, detailed rules for short-term rental.

As Pełczyńska-Nałęcz reported on Monday in Polsat News, the Sejm is to start work on the Poland 2050 project on Wednesday.

In December, a government draft amendment to the Act on hotel services and the services of tour guides and tourist guides and certain other acts, prepared by the Ministry of Sport and Tourism (MSiT), was published.

It grants municipal councils the competence to designate zones in which hotel services (including short-term rental) cannot be provided in facilities other than hotel facilities. The proposed changes introduce the possibility for persons living in multi-family or single-family buildings, authorized bodies of a housing community or cooperative, to request an inspection of the facility where short-term rental services are provided.
