The state budget deficit after the first quarter of 2026 reached PLN 69.5 billion

Increase in tax revenues, but negative PIT result
Ministry data show that in the period from January to March, budget revenues were 5.7 percent higher. higher than in the same period of the previous year, reaching an increase of nearly PLN 7 billion.
Tax revenues amounted to PLN 112.5 billion, which means an increase of PLN 6.7 billion year on year.
Revenues from VAT amounted to PLN 86 billion (an increase of 2% yoy), and from excise tax – PLN 22 billion (an increase of 12.7% yoy).
At the same time, PIT revenues were negative and amounted to minus PLN 31.1 billion. As explained, this is the result of the implemented reform regarding the income of local government units. In turn, CIT revenues reached PLN 29 billion, which means an increase of 15%. compared to the previous year. Representatives of the ministry reminded that an increased CIT rate will apply from 2026, among others. for commercial banks, which increased from 19 to 30 percent.

“The effects of this change are already visible in the realized CIT revenues,” they noted.
The largest expenses are for ZUS, defense and health
Budget expenditure remained at a level similar to last year.
The largest amounts were allocated to the Social Insurance Institution (PLN 41.7 billion), national defense (PLN 24.2 billion), general subsidies for local government units (PLN 17.6 billion), debt servicing (PLN 15.3 billion, or 17% of the plan) and health care (PLN 14.7 billion).

Let us recall that the Budget Act for 2026 assumes revenues of PLN 647.2 billion, expenditures of PLN 918.9 billion and a maximum deficit of PLN 271.7 billion.
