As Kommersant writes, the information will be needed to develop plans for outreach work. The Ministry of Health assured that being included in the register of refuseniks does not entail negative consequences.
The registry is planned to be launched on September 1, 2028. It will store information about all Russians who have been vaccinated according to the national calendar, as well as about citizens with medical withdrawals and post-vaccination complications.
Information about the refusal cannot be deleted from the system. Rospotrebnadzor, the Ministry of Digital Development and regional officials will have access to anonymized data, and medical institutions will see complete personal data.
