The prosecutor's office of the Krasnoyarsk Territory had difficulty in achieving the deprivation of a deputy's mandate Baykitsky Village Council, which did not appear at meetings for more than 6 months.
A resident of the village of Baykit complained to the supervisory agency that the people's representative had not participated in the work of the Council for a long time. During the audit, it turned out that from 2024 to 2025, the deputy, who moved to permanent residence in Krasnoyarsk, missed meetings without good reason and without any notification about it.
“The prosecutor submitted a proposal to the Council of Deputies and demanded to immediately deprive him of his status, but the members unanimously refused to comply with the requirement of the charter and deprive their colleague of his mandate. Then a lawsuit was filed. But the court refused to satisfy it, deciding that the rights of residents were not affected – decisions were made by the majority, and interference would be excessive. The court of first instance ruled that the Council itself has the right to assess the validity of the reasons for absence. The prosecutor's office appealed the decision to a higher court and the appellate court agreed with the principled position. The district court’s decision was overturned and the deputy’s status was deprived,” the supervisory agency said.
