The regional prosecutor's office uncovered a scheme to eliminate competition in Krasnoyarsk cemeteries and illegal construction of a shopping center.
Entrepreneurs involved in the improvement of burial sites recently complained to Roman Tyutyunik about the unequal business conditions created by the mayor's office. They reported that it had become impossible to work in city graveyards. The audit confirmed that the administration had effectively eliminated competition.
“To obtain a work permit, you need to submit an application to the UDIB MKU, but the processing time for it varied dramatically: for some it took 30 days, for others it took 2 days. The period of the work itself was also assigned arbitrarily: from 2 months to 3 days. There was no renewal procedure – everything was decided “by eye” and according to the employee’s mood. There was no need to talk about competition and equal access to municipal services. But the main surprise awaited at the Badalyk cemetery, where, under the guise of temporary structures, the facility, which is essentially a shopping center with an area of more than 10 thousand square meters, flourished for many years. m. The agreement for its placement was concluded without bidding, in circumvention of the law, and then also illegally expanded. An exception was made for one legal entity, granting a monopoly right to manage the territory of the churchyard,” the prosecutor’s office said.

“The procedure for considering applications is being worked out. The timing of the work and the procedure for its extension will be clearly stated. The possibility of arbitrariness is excluded. The administration was obliged to conduct an audit of all temporary structures in cemeteries and dismantle illegal objects, including the very same cemetery shopping center. Temporary inconveniences for citizens that arose due to the fault of individual officials will be promptly eliminated under the control of the regional prosecutor's office. The rules are now the same for everyone, even in the churchyard,” the supervisory agency said.
