In the Krasnoyarsk Territory, industrial parks will receive new support measures

In the Krasnoyarsk Territory, legislators are discussing new measures to support industrial parks. The issue was raised on March 31 at a joint meeting of the committees on economics and tax policy and on natural resources and ecology of the Legislative Assembly.
The attention of parliament deputies is focused on the draft law on changes to land legislation. They will help in the development of large-scale investment projects. The document was prepared by the Ministry of Industry and Trade.
Now legislators are expanding the concept of such projects to include industrial parks, which help develop innovative technologies, attract investment and create new jobs.
There are currently about 500 such industrial parks in the country. Collectively, they have already placed about 6 thousand enterprises and attracted more than 2 trillion rubles of investment. By order of the Russian President, at least 100 more industrial, technology and business parks should appear by 2030. Small and medium-sized manufacturing companies in the area of national technological priorities will be able to operate there.
Investors in the Krasnoyarsk Territory are ready to create such facilities. According to Deputy Minister Vasily Chernov, the construction of three facilities is currently being worked on: the “Mendeleev Valley” and a technology park on the premises of the former Yenisei chemical plant in Krasnoyarsk, as well as another park in Sosnovoborsk.
The new bill proposes the allocation of state or municipally owned land for them. It will be leased without holding a tender. Investment threshold: from 600 million rubles in Krasnoyarsk; from 320 million rubles in other territories.
At the same time, it is proposed to remove two currently unworkable norms from the law. These are criteria that limit the ability of investment projects to be recognized as large-scale: by the number of additional jobs and the growth of the tax base. The proposal at the committee was supported by the regional prosecutor's office.
Chairmen of the committees Egor Vasiliev and Vitaly Drozdov, deputies Yuri Zakharinsky, Andrey Ignatenko, Viktor Kardashov, Maxim Markert, Elena Penzina, Ekaterina Udelko took part in the discussion of the issue.
Chairman of the Committee on Economics and Tax Policy Egor Vasiliev: “In our region we have a very wide range of support for investment initiatives. We actually use all the tools that are available in the Russian Federation. We are currently considering a law that will fine-tune the tools for the development of large-scale investment projects. The region already operates in other areas, for example in the construction industry, but until now these have been narrowly targeted, targeted solutions. We are now opening the doors to entire business sectors, with industrial parks leading the way. To be considered large-scale, an investment in such infrastructure in Krasnoyarsk must be more than 600 million rubles, in other territories of the region – more than 320 million rubles. Providing land plots without tenders is a green light for such projects.”
Egor Vasiliev noted that there are already proposals from deputies to apply such a measure of support not only in industrial development, but also in other sectors.
The first reading of the draft law will be considered at the next session.
