The solidarity package was adopted in the context in which a significant part of the population faces difficulties in covering basic expenses, and families with children and pensioners with low incomes are among the most exposed to the risk of poverty and social exclusion.
A financial aid granted in two installments, in May and December 2026, is established for pensioners. Approximately 2.9 million pensioners with incomes of up to 3,000 lei will receive:
- 1,000 lei for those with pensions of up to 1,500 lei
- 800 lei for those with pensions between 1,501 and 2,000 lei
- 600 lei for those with pensions between 2,001 and 3,000 lei
The financial aid will be granted through the territorial pension houses, the sectoral pension houses, without the need for applications from the beneficiaries.
For families with children, an increase in the minimum inclusion income is provided, depending on the family's income and the number of children, with an emphasis on supporting single-parent families and those with several children.
For vulnerable families with children, the help granted through the minimum inclusion income (VMI) will be increased from an average amount of 273 lei to 340 lei per family.
The amounts vary depending on the type of family, the number of children and income, increasing, for example, from 115 lei to about 145 lei for families with one child and higher incomes, respectively from 638 lei to about 900 lei for single-parent families with 4 or more children and very low incomes.
For children with disabilities, an increase in social benefits is provided, differentiated, depending on the degree of disability, respectively:
- for severe disability: from 463 lei to 548 lei;
- for severe handicap: from 232 lei to 397 lei;
- for medium handicap: from 80 lei to 199 lei;
The educational incentive for children from disadvantaged families will be increased from 133 lei to 265 lei, in order to encourage participation in preschool education.
