
The minister did not say which country he was talking about.
“We will have plus one very serious country,” Sibiga said.
He also said that foreign ministers would come to Ukraine on March 31.
“This will be the Buchan Summit. We are working to ensure that as many states as possible confirm their participation, but not just participation, but ratification of the implementation agreement,” the Foreign Minister emphasized.
Context
Ukraine insists on the creation of a special tribunal for the crime of Russian aggression against Ukraine, since the International Criminal Court and other similar institutions at this stage cannot consider cases regarding such crimes.
In March 2023, Andrei Kostin, who was then the Prosecutor General of Ukraine, spoke about the consideration of three main models of the tribunal: based on a multilateral international treaty, based on an agreement between the UN and Ukraine, and a hybrid option. President of Ukraine Vladimir Zelensky said that he will accept any tribunal over the Russian Federation that will lead to a fair verdict.
In April 2024, representatives of 44 countries in The Hague supported the creation of a special tribunal for the crime of Russian aggression. In addition, the need to create such a tribunal was supported by a number of European and international institutions, in particular the Parliamentary Assembly of the Council of Europe, the European Parliament, the parliamentary assemblies of NATO and the OSCE.
On March 21, 2025, the Office of the President of Ukraine reported that in Strasbourg, at the final, 14th meeting, the Core Group agreed on key documents to launch a special tribunal to investigate aggression against Ukraine.
On May 5, the Office of the President of Ukraine admitted that the special tribunal could begin work in 2026.
