The deputy head of the Krasnoyarsk DIB and two other people were detained on suspicion of fraud (video)

Members of an organized group suspected of fraud on an especially large scale were detained in the Krasnoyarsk Territory.

According to the press service of the regional Investigative Committee, based on materials from the Federal Security Service, a criminal case has been opened against the deputy head for landscaping and landscaping of the Krasnoyarsk municipal municipality “Department of Roads, Infrastructure and Improvement”, the general director of a commercial organization and an individual entrepreneur in the field of electrical equipment production. They are suspected of a crime under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud committed by a group of persons by prior conspiracy, using their official position, on an especially large scale).

According to investigators, in April 2025, a municipal contract for the restoration of elements of outdoor lighting networks and fiber-optic communication lines in the city for the amount of about 78 million rubles was concluded between the Krasnoyarsk UDIB and a joint-stock company in the field of operation of electrical networks. As part of the contract, the contractor entered into an agreement with a commercial organization for the supply of LED lamps worth more than 25 million rubles.

“In August-September 2025, the suspects entered into a conspiracy to steal budget funds. The head of a commercial organization, together with his brother, who is an individual entrepreneur, purchased lamps that did not meet the requirements of GOST and technical specifications. The deputy head of landscaping and landscaping, being aware of this, instructed the director of the joint-stock company to accept the low-quality product. “On the basis of certificates of completed work containing deliberately false information about the conformity of the delivered goods, the commercial organization was transferred payment in full,” the department clarified.

The suspects used the stolen money at their own discretion. The Department of Roads, Infrastructure and Improvement of Krasnoyarsk suffered damage amounting to more than 25 million rubles.

Currently, the suspects have been detained, and the issue of choosing preventive measures is being decided. Investigators are establishing all the circumstances of the crime committed.
