The investigation believes that the contractors implemented a multi-level scheme: inflated prices for pipes through a related company, forged certificates of completed works, withdrew funds through “envelopes” and fictitious export operations to Romania. They legalized tens of millions, reduced VAT, used front companies with signs of fictitiousness.
In total, the state was billed UAH 7.7 billion without a tender. The contract was awarded to “Automagistral-Pivden”, which is associated with the ex-adviser of the head of the Dnipropetrovsk Regional State Administration, Yury Golyk, the curator of “Big Construction” and a figure in another NABU investigation.
