Duties on strong alcohol from unfriendly countries may be raised as early as May

The authorities plan to increase duties on strong alcohol from unfriendly countries from 3 to 5 euros per liter of alcohol. The measure could come into force as early as May 2026, writes Kommersant, citing sources.
Currently there is a duty of 20% of the customs value, but not less than 3 euros per liter of alcohol. It was introduced in September 2024. The new increase, according to experts, will lead to a noticeable increase in prices, but already in the second half of the year, when current reserves are exhausted.
Sales of the most popular import brands will decline, and the range of foreign products on the Russian market will be reduced. According to market participants, distributors will focus only on the most popular brands.
At the same time, an increase in duties may support Russian cognac and whiskey producers, who will gain an advantage in price competition.
