Al Hilal have set the amount they are demanding from Barcelona for Joao Cancelo

Barcelona have loaned Joao Cancelo (31) from Al Hilal until the end of the current season, but have yet to make a decision on a permanent transfer.
Since January, since returning to Barcelona, Joao Cancelo has been playing well and consistently. But the coach Hansi Flick took time until the end of the season to evaluate him and then signal to the sporting director Deco if he wants to have him under his command for the next season as well.

Al Hilal wants 15 million euros in exchange for Joao Cancelo
Sources at Saudi publication 365Scores reveal that Al Hilal are not opposed to selling the defender, but are instead demanding €15m as compensation for the remaining year of his contract, which Barça reject out of hand.
In Saudi Arabia, it is believed that only the mediation of Jorge Mendes could solve this hypothetical scenario, provided that there is a legal formula that allows for an amicable conclusion of the agreement between the two parties.
Debt forces Barcelona to acquire as cheaply or for free as possible
Barcelona has had big problems with player transfers in recent years, due to the debts they face (1.4 billion euros). The League drastically limited its salary budget, which forced it to give up some players in order to enroll the acquired ones.
Also, bringing in as many top players as possible for free is favored and that is what they hope to do now, in the case of Cancelo, if Flick gives his consent.
