Krasnoyarsk Territory took first place in the Russian Federation in agricultural insurance with state support

The Krasnoyarsk Territory took first place in terms of the share of insured sown areas in Russia. At the end of 2025, 38.8% of crops in the region were insured with state support. The Ryazan region (29.6%) is in second place, the Rostov region is in third (25.8%). The rating was compiled by the National Union of Agricultural Insurers.

Preliminary results of agricultural insurance were summed up at a meeting of the Federation Council Committee on Agricultural and Food Policy and Environmental Management jointly with the National Union of Agricultural Insurers in Moscow. The Krasnoyarsk Territory was noted among the regions that achieved the highest indicators in terms of the volume of agricultural insurance of acreage and livestock.

The area of ​​insured crops in the region increases annually. Last year, farmers insured 538.3 thousand hectares of sown areas. 114 farms received support from the federal and regional budgets for a total amount of 93 million rubles. Livestock farms that insured their livestock also received subsidies in the amount of 24.9 million rubles.

“By 2030, 30% of the total cultivated area in the Russian Federation should be insured. The region has already exceeded this target; now it is important to maintain the volume of agricultural insurance. The development of this area is among the industry’s priorities. Most agricultural producers understand the effectiveness of the agricultural insurance mechanism to ensure stability. Increasing coefficients have been introduced in the region when providing state support measures, which encourages farms to take out insurance. At the federal level, mechanisms are being developed that should simplify the receipt of payments in the event of insured events,” said First Deputy Minister of Agriculture of the region Larisa Beletskaya.

Subsidies compensate 50% of the costs of paying insurance premiums accrued under insurance contracts in the field of crop production due to hazardous natural phenomena, natural disasters, and pests. The program also provides insurance in case of natural emergencies, where the subsidy rate ranges from 50 to 60%.

The agricultural insurance mechanism is also used in livestock farming. The number of animals insured with state support increases every year. Farms that have insured animals can count on an increased rate when calculating a subsidy to reimburse part of the costs of milk production. When calculating per-hectare support, an increasing coefficient is also applied in crop production.

This year, selections in the field of agricultural insurance in the Ministry of Agriculture of the region are planned to be held in April and June.
