Ukrzaliznytsia should receive compensation from the State Budget for passenger transportation
The European Business Association appealed to Deputy Prime Minister Oleksandr Kuleba to include in the State Budget 2026 a subsidy for Ukrzaliznytsia to cover losses from passenger transportation.
Currently, these costs are covered by freight, which is contrary to European practices.
📉 The problem with the passenger in UZ has been going on for years and has already become critical.
▪️ UZ losses in 2024 – more than UAH 18 billion.
▪️ in 2025 – UAH 22+ billion is forecast.
▪️ At the same time, revenues cover less than 40% of expenses.
EVA called on the Ministry of Reconstruction to submit a corresponding budget request, and the Ministry of Finance to include compensation in the draft Budget-2026. The government should also introduce a transparent model of passenger transport support from the state budget.
Earlier, the Ministry of Development already stated that the system of subsidizing female passengers contradicts EU legislation, which should be implemented in Ukraine in the near future.
