The head of Constanța South Customs, under preventive arrest. The court rejected DNA's request in the case of its deputy

The Bucharest court ordered the preventive arrest of Lică Octavian Parfenie for 30 days, on Friday, in the case in which the head of the Constanța South Border Customs Office is accused of taking bribes in a continuous form, according to Agerpres.

However, the court rejected the DNA's request to also arrest Christian Gudu, former deputy head of the Constanța Sud Border Customs Office. Instead, he placed him under judicial control for 60 days.

Lică Parfenie and Christian Gudu were detained by anti-corruption prosecutors on Thursday and Friday, respectively, in a case in which the National Anti-Corruption Directorate (DNA) accuses the head of Constanța South Customs of having requested and received from the administrator of a commercial company that carried out commercial activities in Constanța Port “amounts of money between 100 and 350 euros for each container”.

“These sums were allegedly requested in exchange for the promise that the customs formalities related to the imports of goods transported in the respective containers will be carried out with priority and without difficulties. Thus, between December 2025 and March 2026, the defendant Parfenie Octavian-Lică would have received, through the same person (collaborator in question), the total amount of 15,100 euros to facilitate these procedures,” DNA said in a statement sent friday

The prosecutors say that Lică Parfenie “would have been supported” by Christian Gudu “in two of the situations”.

The two defendants were reinstated in the management of customs last fall, having experience in the head of the border customs office. They were also previously in charge of the regional customs directorates in Prahova and Ialomita, according to Europa FM.
