Passport, documents and taxes, all in one place – the Government Cloud is ready to connect institutions with each other

The Romanian state is taking the decisive step towards digitization: the Governmental Cloud has become operational. It represents a “super-infrastructure” of data, distributed in four centers in the country (Bucharest, Timiș, Brașov and Sibiu), which will act as a single engine for all online public services. Basically, it is the technical foundation that will allow citizens to interact with state institutions quickly and safely, eliminating bureaucratic barriers through modern information storage and processing.

The system is based on 570 server-type equipment for processing, storage, backup and mission critical functions, 91 block, file and object storage systems, as well as over 340 networking equipment.

At the software level, the platform integrates automation and management solutions that allow the development and operation of digital services in a secure and scalable framework, suitable for a critical infrastructure of the state.

The implementation was carried out by a team made up of dozens of engineers and specialists, who worked in coordination with the specialists of the Special Telecommunications Service for the integration and operationalization of the infrastructure at the national level.

All this confirms both the high technical expertise and the involvement, responsibility, professionalism with which our team approached each step of the implementation of this project”said Ovidiu Ghiman, CEO of Metaminds, a company that, together with Trencadis Corp, implemented the Internal Cloud Component.

At least 30 IT&C applications and systems, through which digital government services are delivered, will be migrated to the cloud by June 2026, and Metaminds is one of the technology service providers involved in this process. The beneficiary of this migration process is the Authority for Digitization of Romania (ADR), together with the Ministry of Research, Innovation and Digitization, as reform coordinator. The migration will enable institutions to exchange data more efficiently, so that citizens can access documents and services online more simply, quickly and securely.

For the administration, the Government Private Cloud will optimize costs by eliminating fragmented IT systems and provide a secure and scalable framework for the development and operation of digital services at the national level.

The implementation of the Governmental Private Cloud is carried out by the Authority for the Digitization of Romania (ADR), as a beneficiary, partner and Contracting Authority, responsible for the coordination of the project and the administration of the Dedicated Cloud Component, in partnership with the Special Telecommunications Service (STS) – the technical and security administrator of the internal component of the Governmental Private Cloud and the Romanian Information Service (SRI).

The Special Telecommunications Service (STS) will manage the basic infrastructure and fundamental components of the internal component of the Government Private Cloud – Infrastructure as a Service (IaaS) and Platform as a Service (PaaS) services. Through IaaS, public institutions benefit from virtualized IT resources – servers, storage, network – in a secure and scalable environment. PaaS provides standardized platforms for the development, testing and running of IT applications of the Romanian state, facilitating interoperability and reducing the implementation time of digital services.

The Internal Cloud component is implemented by the association of Metaminds and Trencadis Corp, as the foundation of a secure, interoperable and scalable cloud infrastructure for the state's IT systems.
